Traditionally, opening new tabs in a terminal app like GNOME Terminal
opens the new tabs using the same working directory as the current
tab. This broke around 2012 and so far Debian's bash maintainer has
been unwilling to support the /etc/bashrc.d/ that VTE needs.
This was worked around with a Debian-specific patch to gnome-terminal
and later with a Debian-specific patch for gnome-console (which now
appears to no longer be compatible with gnome-console 47).
Ideally, the bash maintainer would be willing to reconsider because it
is not practical to patch all the VTE terminal apps to work around
what has become a Debianism.
As a user, you can work around this issue by adding this line to your ~/.bashrc
source /etc/profile.d/vte-2.91.sh
