Bug#1085436: fragments - upcoming rust-nix update.

Package: fragments
Version: 3.0.1-2

I hope to update rust-nix to 0.29 soon. After relaxing the dependencies
I was able to build fragments successfully against the new nix.

A debdiff is attatched, the new version of rust-nix is available in
experimental if you want to do further testing.
