This looks like the same problem we saw on -ports (where weston 13 was
uninstallable for a while, so all recent gtk4 builds were done with
weston 14). Perhaps there is a behaviour change that is breaking the way
we use headless Weston, or perhaps Weston is crashing.

I see that the first 87 tests passed, and then gtk/action.test failed.
That seems like perhaps weston was initially working, but then crashed
or otherwise became unavailable.
