gnome-terminal in context of lack of locale settings

I just researched the problem, that my gnome-terminal isn't starting. 
And found the solution, that lack of locale setting could lead to such a 
thing. Which describes my case, having installed my Debian with locale 
'C'.

I had this problem years ago already, without finding the solution. And 
it was quite frustrating, that a basic program of a freshly installed 
system wouldn't work.

This is why I wonder, why this problem is known for so long, but is 
still around? This makes quite a bad impression.
