libsoup2.4 open security issues in sid

Hello Jeremy,

I'm back working on libsoup2.4 for LTS, funded by Freexian.

There are a number of open CVEs in sid.  I'll go ahead with a 0-day NMU
based on your feedback the last time I fixed CVEs in libsoup2.4 in sid,
and also open an MR on salsa with my branch.

I thought I'd send a quick notification before starting work.
