A fresh install of what? trixie? forky? sid? Installed with what 
installation image in what mode?

Was the package information collected by reportbug in your initial bug 
report from the system that exhibits the bug?

All changelog entries for gnome-control-center since 1:48.2-2 list the 
upstream changes, none of which seem keyboard-layout-related.

If you have two similar installations, one of which offers the desired 
layout and the other does not, please could you diff the output of 

      dpkg-query -W

and see whether you can spot other differences that might be 
keyboard-layout-related? (for example xkeyboard-config, xklavier, 
locales vs. locales-all, console-setup, ibus, libxkbcommon)
