Bug#1111298: gnome-core: use systemd-oomd instead of low-memory-monitor

gnome-core has been recommending low-memory-monitor since this commit:

There is now systemd-oomd and gnome-settings-daemon has a housekeeping
plugin that shows notifications when systemd-oomd was triggered.
Fedora 34+ and Ubuntu 22.04 LTS+ use systemd-oomd.

low-memory-monitor has been archived upstream. My assumption is that
this is because systemd-oomd is recommended instead.

Therefore, I'm going to remove gnome-core's Recommends:
low-memory-monitor and have gnome-settings-daemon Recommend:
systemd-oomd. I'm filing this bug for tracking purposes.
