Since I wrote that, Debian 12 and then 13 have been released. I think 
it's time we seriously look at removing Clutter during the Debian 14 
cycle, so I'm raising this to RC for forky.

cheese was part of the GNOME metapackages in Debian 12, but was replaced 
by gnome-snapshot in Debian 13.

I think at this point we can safely come to the conclusion that it isn't 
happening.
