I think we could close this Debian bug now. gnuplot has been fixed in
Debian Testing.

It doesn't look like pango will be changing upstream as a result of
your bug report. We're not going to do a downstream library transition
for a widely used library like pango, just because of a small behavior
change that apparently broke one app. It is unfortunately common for
libraries like pango to make changes that break downstream apps where
the library developers consider the apps to have been using
unsupported ways of using the library.

This is different than the libxml2 situation where public symbols were removed.
