Bug#1093899: tepl: please import new version (6.12.0 available @ migrated upstream)

I have uploaded the new libgedit-gtksourceview, libgedit-gfls, and
tepl (this source package will eventually be renamed to libgedit-tepl)
to the NEW queue for experimental. The updated packaging has been
pushed to Salsa so you could build the packages locally if you want.
