[ Reason ]
New upstream bugfix release, plus

libgtk-4-1 only Recommends: libgtk-4-media-gstreamer (it's a
Recommends to avoid a circular dependency (gtk4 <> gstreamer). This
upload has gnome-control-center Depend on libgtk-4-media-gstreamer to
fix the Mouse panel for people who avoid installing Recommends.

[ Impact ]
A highlight of this bugfix release is that Ubuntu engineers have fixed
several accessibility issues as part of an effort to better comply
with the European Accessibility Act.

All the bug fixes are minimal and are very different from the feature
work being done on the main branch. I wouldn't classify the Colors
extra line removal fix as "important" but gnome-control-center highly
values design quality. Beyond the translation and accessibility fixes,
the remaining fixes fix "important" issues. The overall diff is small
(excluding the translation updates).

[ Tests ]
gnome-control-center has a few build tests (not comprehensive) and
doesn't have autopkgtests.

I uploaded gnome-control-center 1:48.3-2 to experimental and installed
it on Debian Testing (inside a GNOME Boxes VM). I successfully
completed the test cases that made sense for a Debian VM from
https://wiki.ubuntu.com/DesktopTeam/TestPlans/GnomeControlCenter .
Specific parts I didn't test are Wi-Fi, Network, Bluetooth, Ubuntu
Desktop, Sharing, Mouse & Touchpad, Color, Printers.

[ Risks ]
Key package for our default desktop environment and high profile, but
the changes are all narrowly targeted. We can revert anything that
turns out to be problematic.
