Not a new install, this machine has been running Debian Testing for a
long time. Not sure when exactly the problem showed up, the keyboard
layout tool certainly worked at one point.

Not that I know of, though it was so long ago that I couldn't possibly
say for certain. But as I said, the keyboard layout tool certainly
worked in the past on this computer.

(Running Xorg, because Wayland doesn't work with this controller, or at
least it hasn't worked every time I've tried, haven't tried in a couple
months.)
