Bug#1107866: tracker-extract unintentionally lowers max_user_watches inotify limit

Hi.

We are using a much higher limit for fs.inotify.max_user_watches. The
installed file doesn't interfere with this because our file is loaded
after the one from tracker-extract, but the configure step in the
postinst lowers it for us. Attached is a patch that prevents
unintentionally lowering the limit during postinst.
