Bug#1099536: libpwquality: Handle multiple supported Python 3 versions

As detected by the autodep8-python3 autopkgtest, libpwquality appears
to not handle correctly when there are multiple supported Python 3
versions. This situation happens when Debian transitions from one
Python 3 version to the next.

Sometimes this can be fixed by adjusting Build-Depends. In other
cases, debian/rules will need to be updated and made somewhat more
complicated. One recent example of where I did this was for
syndication-domination which is also a meson package.
