Ok, this is partly my fault.

The message I chose for the title was actually misleading,
because later in the build log I missed this:

-- The following OPTIONAL packages have not been found:
[...]
  * babl

and babl is not even in the build-depends.

The real problem is a missing build-depends on python3-setuptools
and it's still missing (just try in a clean chroot).

I'm doing the bug tidy up.
