Bug#1117544: No installation permission outside of Gnome

Version: 43.5-1~deb12u1

When you try to install a package in another session then Gnome, you 
will only get a notice that you don't have the right permission to install.

You can reproduce this by installing Gnome first and then XFCE for example.
