Bug#1115170: vte2.91: stop using simdutf code copy

vte 0.82 is used a code copy of simdutf because
- it was already included in the upstream tarball
- simdutf is not packaged separately in Debian

Once the simdutf package reaches unstable, vte should stop using the code copy.
