GNOME has archived the devhelp project which means that bug reports,
bug fixes, and translation updates are no longer accepted.

Devhelp's replacement is Manuals, which is currently in Debian's NEW
queue. After Manuals reaches Unstable, I intend to work on removing
devhelp from Debian.

I think I'll add a transitional package 'devhelp' (from source package
manuals) to automatically install the Manuals app when people upgrade.
