There are a relatively small number of affected packages. This query
comes up with 42 packages:

But we only have to look at the gtk4 packages becuase this change
wasn't backported to earlier gtk versions.
For affected packages, it's enough to add
Build-Depends: locales-all <!nocheck>
or a simple Depends: locales-all in debian/tests/control for
autopkgtest failures.
libadwaita-1 is on the list but it seems unaffected by this issue. I
don't know why it doesn't fail.
Ubuntu will revert the gtk4 change since it's late in the 26.04 LTS
release cycle. The revert might be temporarily copied to Debian but we
don't need to keep the revert after Ubuntu 26.04 LTS is released.
