jbicha pointed out that Ubuntu has a user-session-migration script to
keep primary paste (middle-click paste) enabled for existing user
accounts after upgrading to GNOME 50, but leave it disabled by default
for new installations or new user accounts:

The script has Ubuntuisms like /var/log/installer/media-info so it isn't
directly applicable to Debian, but hopefully someone who knows the
user-session-migration interface better can adapt it for Debian.
When doing this, the debian/NEWS entry that I added in 50.0-1 should
probably be deleted, and replaced by a new entry that describes what is
now happening.
