Please remove devhelp from Unstable.

Devhelp has been archived [1] upstream which means that bug reports,
bug fixes, and translation updates are no longer accepted. It has been
replaced in GNOME Core upstream by Manuals, a rewrite using GTK4.

The manuals source package includes a devhelp transitional package to
upgrade users to the replacement app.
