Thank you for your attention to detail. In response, I filed these
bugs in Debian and upstream:

Notably, my evince-gtk3 binary packages **do not** install anything
from /usr/share/locale/ . I will add a warning to the install files
about why that cannot be changed at this time. Because no translations
are included in the binary packages, I would prefer not to create a
new "DFSG" tarball for evince-gtk3. Is that acceptable?

I intend to do a new evince-gtk3 upload today with debian/copyright
updated to copyright format 1.0.

I believe this is simply because there are Build-Depends (maybe
Depends too) on virtual packages which many Debian utilities don't
know how to handle. The package is buildable and installable.

One other comment: evince-gtk3 is simply a repackage of the existing
evince source package, version 48. It is stripped down to no longer
provide the evince app (or translations) but it does provide the gtk3
libraries since there are apps using those libraries.
