This works for me, on unstable.

Perhaps there is a non-obvious dependency needed for it to work?

Or perhaps it works for Mesa users, but not for the Nvidia proprietary 
driver? I know that the 590.x driver made some significant structural 
changes when compared with 580.x or older.

Where did this version of the Nvidia driver come from? Debian only has 
nvidia-egl-icd version 550 and 555.
