dh_quilt_patch is used by the "vendor" rule used by Ubuntu for
gnome-snapshot and rust-gst-plugin-gtk4.

It's not generic advice. These are the steps someone needs to take to
update these packages in Ubuntu. Even an expert Debian packager might
not know how to do this without instructions.
