Correct, but libselinux-dev has a versioned Provides on libselinux1-dev, 
so it is not particularly important that this be done promptly.

(I think the libselinux maintainers will probably find that they need to 
add a libselinux1-dev transitional package before forky is released, to 
ensure smooth upgrades, but perhaps I'm wrong and apt has got cleverer 
about this.)
