Bug#1147761: Please allow the administrator to pre-configure bazaar

Bazaar support reading config files that can e.g. contain curated apps.
This needs additional configure opts passed to the build (which are also
used by the flatpak):

I've checked that picking up the config files works as does running
without any config present.
