As announced in #1148038, new upstream releases of WebKitGTK no longer 
support big-endian architectures.

Removing libproxy from the big-endian architectures would be rather 
disruptive, so we should build it without WebKitGTK support on those 
archtiectures instead (minimally s390x, and ideally also some -ports 
architectures: hppa m68k powerpc ppc64 sparc64).

I think the build-dependencies on libjavascriptcoregtk-4.1-dev and 
libwebkit2gtk-4.1-dev might be entirely vestigial: perhaps they can just 
be removed, on all architectures? That would be simpler.
