/usr/lib/x86_64-linux-gnu/gnome-software/plugins-22/libgs_plugin_flatpak.so
depends on libgnomesoftware.so.22, which is installed at
/usr/lib/x86_64-linux-gnu/gnome-software/libgnomesoftware.so.22 (a
non-standard library path, not on the default linker search path).
`ldd` confirms the dependency does not resolve:
$ ldd .../plugins-22/libgs_plugin_flatpak.so | grep "not found"
libgnomesoftware.so.22 => not found
`readelf -d ... | grep -i rpath/runpath` returns nothing — the
plugin binary carries no RPATH or RUNPATH pointing back to its own
gnome-software/ subdirectory.
As a result, GNOME Software's plugin loader silently fails to
dlopen() the flatpak plugin — no error shown in the GUI, and the
plugin is simply absent from "enabled plugins" in verbose logs,
despite both gnome-software and gnome-software-plugin-flatpak being
correctly installed at matching versions (48.3-2).
Workaround: manually adding the private library directory to the
system linker path resolves it:

sudo ldconfig
After this, `ldd` resolves the dependency and the flatpak plugin
loads and appears in "enabled plugins" at gnome-software startup.
This should be fixed in the package itself — either by adding a
RUNPATH/RPATH to the affected plugin .so files at build time, or by
shipping the equivalent ld.so.conf.d snippet as part of the
gnome-software package — rather than requiring a manual system-wide
linker config change.
