[Pkg-gnupg-maint] Bug#491864: gnupg: FTBFS on hurd-i386: unsatisfiale Build-Depends on libusb-dev

Hi,

the only remaining thing needed to get gnupg built on hurd-i386 is to
conditionalize the libusb-dev Build-Depends to [!hurd-i386] as there is
no USB support so far for the Hurd.
