gpgv's source code does not look like libreadline would be used, but
I might be wrong about this.

If it is really not used, this looks like something that could be fixed
upstream.  Nevertheless, configuring gpgv differently could be done in
Debian independent from whether upstream is willing to change how gpgv
is built, respectively linked, by default.
