[Pkg-gnupg-maint] Bug#653480: Please enable hardened build flags

Attached patch activates the default build flags emitted by
dpkg-buildflags for gnupg.

It didn't enable them for gpgv-win32 and the udeb.

Note that the "LDFLAGS += -Wl,--as-needed" in the current version
in unstable wasn't passed to configure and is thus ineffective.
In my patch it's included, but you might want to drop it.
