… and I should have made sure it was included:

> build-win32/g10/gpgv.exe usr/share/win32

IMHO, you should put gpgv.exe under usr/share/win32 . There is no policy for 
such stuff, but gzip-win32 and cpio-win32 both put their *.exe there, so having 
gpgv.exe there gives more consistency.
