[Pkg-gnupg-maint] gnupg2 added to pkg-gnupg git repo, moving other packages to git

Hello,

Daniel Kahn Gillmor and I had a short but productive sprint here at
DebConf 14 and we've moved the gnupg2 package under the maintainership
of the pkg-gnupg project. See
http://anonscm.debian.org/cgit/pkg-gnupg/gnupg2.git/. Daniel should be
uploading the change to the archive shortly. I'll try to move
libassuan under it later today as well.

We're also going to move the other packages (gnupg, gpa, gpgme,
libgpg-error) over to git. Daniel has nearly done this for
libgpg-error and should be uploading it soon. Hopefully we will get to
the rest this week. If you have anything you haven't pushed to the
Subversion repo, please do that as soon as possible.
