[Pkg-gnupg-maint] converting from svn to git

hi folks--

I'm looking into the svn → git conversions that we discussed at the
GnuPG in Debian BoF in Portland.
Eric Dorland and i already made a libgpg-error git repository, using
git-svn and the attached svn-authors file.

We're hoping to provide git repos for the other packages as well:

 gnupg
 gnupg-doc
 gpa
 gpgme

maybe we'll even have those available by sometime tomorrow.

if folks have questions about how the transition works, or concerns or
preferences, please speak up, we want this to work for everyone!

once we have things in git, i'm thinking we'd upload a new version of
each package, and maybe update the svn repos to point to the newer repos.
