I'm a little bit surprised that this was accepted promptly, since it
effectively hijacks the dirmngr binary package, but yay for having it
uploaded anyway.

looking at the buildd's now, it seems that it's not building properly,
with this error during dh_auto_configure:

It looks like i missed pkg-config as a build-dep, so i'm adding that and
will do another upload shortly.
