[pkg-gnupg-maint] Bug#796286: gnupg-agent 2.1.7-2 broke the agent for gpg

Ah, never mind this.  I was misreading the documentation (or reading much
too quickly, rather), and missed that these were only config variables,
not environment variables.  This does work as advertised.

So I can work around this by just switching everything to gpg2, which is
fine for me, but I'm not sure if that was intended.
