Probably because gpg-agent has been started withn the right dbus session
information.  With 2.1 gpg-agent is started only demand and not by
.xsession.

As a workaround you may want to 

  gpg-connect-agent /bye

before you start Icedove.  This launches gpg-agent.  Well, if you know
that it is 2.1, you may also use 

  gpgconf --launch gpg-agent

Yep.  We can't do anything about it in GnuPG or Pinentry.
