We're aware of this, and we're considering how to best make a transition
like this.
I think the team is leaning at the moment toward a hard cutover, as
sketched here:
https://wiki.debian.org/Teams/GnuPG/Transition
We'd rather not have to diagnose problems many years into the future
with different variants of gnupg acting as /usr/bin/gpg, and
/etc/alternatives seems likely to prolong that particular agony.
Anyway, be aware that this is on our plate as a team, but we don't have
an answer for you yet.
