[pkg-gnupg-maint] GnuPG packaging at DebConf15

I will join DebConf15.  I submit my own proposal:

IIRC, we exchanged floppy disks of PGP public keys (not only
fingerprints) in 90s.  This game of exchanging disks could remind us
those old days.
