[pkg-gnupg-maint] compatibility change which is worth to be included

Hello,

My OpenPGP key in keyserver(s) have a subkey of ECC, and it caused a
trouble in Debian keyring.  I think that each time it got my key from
some keyserver for update, the subkey was added every time, although it
was already there.

It was fixed in the upstream for 1.4, 2.0 (and 2.1).

If 2.1 will be more popular and people will start to use ECC, it will
be good for gnupg package (1.4 series) in Debian to have this fix.
