I agree that the patch you've supplied is reasonable.  I've opened
#803199 to track this request within jessie, as suggested in the
developers reference:

 https://www.debian.org/doc/manuals/developers-reference/pkgs.html#upload-stable

I have created a new "jessie" branch on the pkg-gnupg gnupg git
repository, and pushed it in there.  if we get good feedback from the
release team, i'll go ahead and upload it.
