[pkg-gnupg-maint] Bug#821852: gpa: please allow gpa to depend on gnupg (>= 2) | gnupg2

in debian experimental, we now have gnupg binary packages provided by
gnupg2 source packages.  This means that gnupg version 2.1.11-7+exp1
provides /usr/bin/gpg, which is from the "modern" branch of gnupg.

to make use of this, gpa should change its Build-Depends (and its
regular Depends) from "gnupg2" to "gnupg (>= 2) | gnupg2".

I've pushed the relevant patch (along with several other patches for
minor packaging cleanup) to the work-with-gpg2-as-gpg branch on
alioth.

Andreas, I'm happy upload this to debian directly if you want me to.
But i of course would prefer to have your review and approval!

I've just made a similar fix to the gpgme1.0 packaging, fwiw.
