[pkg-gnupg-maint] Help with libgpgme-related package

Greetings.

I did a QA upload for fwknop several weeks ago, and it FTBFS in every
architecture:

Questions:


* Would it be right to consider as an upstream bug that the build
fails when --with-gpgme is provided and --with-gpg is not?

(After all, the libgpgme library is supposed to hide the details
so that the application does not have to worry about them).


* What would be the best workaround and why?

The point of using libgpgme is precisely not to hardcode anything.
Maybe I should use --with-gpg=/bin/false to see how it fails...
