yes, actually some time ago I really filed bugs in such situations. I 
stopped this after maintainers started to discuss them or played ping-pong 
with the severity. So in order to make my life easier and save some 
of my time, I just reject the package now.
In case of an RC-bug you always need to upload a second time and as NEW 
processing isn't the bootleneck nowadays, there should be not much delay.
