[pkg-gnupg-maint] Changes for GnuPG in debian

We have no plans to remove gnupg1 from the archive any time soon, so
don't worry!  But even if we did, can you explain what you'd want done,
and why?

gnupg2 is a separate upstream software package, with its own debian
changelog.  why would importing the gnupg1 debian changelog into that
package be useful?  and where would we put it?
