[pkg-gnupg-maint] Bug#834757: Breaks between gnupg1 and gnupg currently break bootstrapping of stretch

Hi!

Testing currently has this: [0] [1]

	gnupg  => 1.4.20-6
	gnupg1 => 1.4.20-7

Those versions are incompatible. [2]

However, gnupg1 still has Priority: important [3] which means
debootstrap will install it per default. Since the gnupg package is
also installed because of some dependencies, this currently breaks
bootstrapping stretch.

I have attached a full log of a failed debootstrap, but you should be
able to easily reproduce this by trying to debootstrap stretch.
