We're nearly two years into this discussion, the information in
gnupg-doc is old and outdated, and upstream is dead. As the GnuPG
transition continues, the material in the gnupg-doc package is actively
confusing.
gnupg-doc is not in stable or testing, and hasn't been updated since
2009 (upstream version 2003.04.06)
Don, I know i'm technically not the maintainer of gnupg-doc itself, but
i'm on the pkg-gnupg team, which is directly affected by the confusion
is generated by this package, and we've had some discussions over the
past two years about how to handle the maintenance. So i hope you don't
mind my taking the liberty of filing this RM bug report.

for examples of other problems in this package.
If an upstream copy of the documentation currently found in gnupg-doc
ever becomes maintained again, we can always bring it back into debian,
but for now i think dropping the package is the sane thing to do for our
users.
