Hi Lucas,
I can reproduce this on sid. It appears that GnuPG has started
reporting incorrect error values. I have reported it here:
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=846834
If that doesn't get fixed soon, I could work around it by masking off
the top bits of the error code.
