[pkg-gnupg-maint] bash: /etc/skel/.bashrc should contain line "export GPG_TTY=$(tty)"

Hi,

I submitted a wishlist issue for bash package saying that
/etc/skel/.bashrc should contain line "export GPG_TTY=$(tty)". I don't
know whether you agree or not but there it is and I wanted to let you
know.
