[pkg-gnupg-maint] New libgpg-error?

I released 1.26 today.  Note that a new file will be installed: 

  /usr/share/libgpg-error/errorref.txt

this file has comments on many error codes which can be looked up using

  gpg-error --desc GPG_ERR_WHATEVER
